Randall Gross worked for the National Capital Park & Planning Commission (M-NCPPC) in suburban Washington, DC on an economic vision for development surrounding commuter rail transit stations operated by the Washington Metropolitan Transit Authority (WMATA).  TOD development is seen as a model for sustainable corridor development in Montgomery County. The planning effort focused on development surrounding two stations, Twinbrook and Shady Grove. An important part of the market question related to opportunities for technology-related R&D development, particularly at the Twinbrook Metro.
