As a Senior Associate for a national firm, Mr. Gross assessed the market potential and financial feasibility for middle-income housing development in southeast Raleigh. This project, completed on behalf of N.C. State University, examined approaches for attracting middle-class African-American and other families to high-quality housing in southeast Raleigh. The North Carolina State university system owned land in the area that was targeted for redevelopment. Once the market for housing was demonstrated, Mr. Gross tested the financial viability of housing development and the returns proposed to the State university system.
