Housing

Randall Gross / Development Economics (RGDE) provides a broad range of economic consulting services related to housing markets, development, policy, integration, and revitalization.  Mr. Gross has expertise in real estate market and financial analysis which provides the basis for determining the feasibility of all housing types:

Single family housing, townhouses, apartments, condominiums/cooperatives, senior housing, and resort/retirement housing. 

RGDE provides strong market analyses that forecast the development potential for housing in various contexts, formats and price ranges. RGDE has worked on a large number of apartment market studies for private developers as well as for institutions and as part of planning projects.  Mr. Gross also determines the financial feasibility and fiscal or economic impacts of housing development. Mr. Gross has worked on various community housing plans and strategies for public agencies, community-based non-profits, and institutions. 

 Among his diverse housing clients have been Dominium (one of the largest affordable housing developers), Harvard University’s Allston Development Group, The Pittsburgh Housing Authority, and Pulte Homes.

 Mr. Gross has particular experience in public, affordable and mixed-income housing development and redevelopment, including extensive work through Choice Neighborhoods Initiatives and through the HOPE VI Program. He has published original research on the effectiveness of public housing resident management in the International Journal of Housing Science.  He also works with communities, developers and planners to determine appropriate housing plans and development strategies, often focusing on the integration of market and non-market housing. 

 In addition to his experience throughout the US, Mr. Gross has worked on housing in Europe, the Middle East and Africa through his South African firm, ADEC. He and ADEC completed work on three affordable housing policy studies for the South African Government, one focusing on an assessment of income-integrated housing programs, a second focusing on asset management strategies, and the third relating to the potential for affordable transit-oriented housing and mixed-use development.

 RGDE has devised marketing strategies for neighborhoods, counties, and cities to bolster housing markets and has examined the potential for new-urban mixed-use projects. Mr. Gross has a Master of Public Policy (MPP) and has assessed housing policy issues in depth.
